IntroductionEdit

France has 3G coverage in urban areas and parts of the countryside. Many rural places only have edge, which is considerably slower than 3G but still allows you to access the internet. A map of 3G coverage in France can be found here

Orange Edit

As of 13 April 2012 the options below are confirmed to function, although activation ocurrs overnight.

Mobicarte is Orange's prepaid plan.Edit

Default data ratesEdit

Without a data plan, Internet is extremely expensive at 50 cents per minute.

Data feature packsEdit

The only good-value unlimited data option on Mobicarte is Internet Max which costs 9€ and provides unlimited data for 1 month. Internet Max does NOT include the use of email protocols. (See Below). (Not that after 500meg has been used up, the speed of data is then severely restricted, this was verified by Orange Fance sales person to the company internal helpline 1/5/2012 ).

Internet Max doesn't include the use of email protocols (SMTP, POP, IMAP). For email a separate prepaid plan can be bought at 6€. However if your email service provides it, then you can use browser-based HTTP access which is included in Internet Max. Hotmail, Gmail and almost all other free providers use browser-based access as standard, as long as they are accessed through your browser. GMail application for Android also uses HTTP, not POP/IMAP. If you are using an e-mail program to access your data however, chances are that it is using an e-mail protocol like POP/IMAP/Exchange, which will be billed separately unless you are on a 6€ e-mail plan. Email without an email plan is charged per 10Kb, which can go very quickly especially if you have attachments.

These data plans are for mobile phones and may or may not work on other gear. (With an iPhone you are unable to activate tethering. Orange redirects to a purchase page where you have the option to purchase a block of credit valid for tethering.) P2P, VoIP and USENET are specifically banned. VOIP services will fail to initialize properly. There's risk getting your plan cancelled as well as the loss of any call credit remaining on your account if you use P2P, VOIP, or USENET services.

As for VPN, it may or may not work. There are examples when VPN worked, one of them is OpenVPN 2.1.1 under Windows 7.

Your phone must be provider unlocked so it can work with the Orange France service (even if you are with Orange in your country).

Internet Max (NOT WORKING IN DONGLES or COMPUTERS)Edit

Ed: I managed to use it in my Huawai E160G dongle, last tested on 13 Jan 12Edit

last tested in iPhone 4S, 17 April 2012; Did not work in new iPad (3rd Gen) when tested April 10, 2012

To obtain unlimited data, first purchase an Orange SIM card (9.90€ at shop or 7.90€ online; 5€ of credit included) frequently referred itself as Mobicarte by Orange staff, and top it up with enough credit to buy the data plan. iPhone 4 or iPad users will need a micro SIM card, which costs 9.90 in store and 7.90 online (as of February 2012). For safety, don't put too much credit on your SIM, in case something goes wrong. Before you put the SIM in your phone, the first thing to do is to disable 3G and cellular data use. Especially if you have an iPhone or other smartphone, your phone may quickly start sucking the credits out of your account at 50 cents/minute while you are setting up your data plan, as smart phones tend to access the internet in the background even when you are not browsing or accessing e-mail manually. After disabling data and putting in the SIM, the best way of activating the Internet Max option is by dialing #123# and using the written menu system. It's all in French, so can be a bit difficult to get through. As of February 2012, these are the steps to go through:

  1. Dial #123#
  2. You get a startup menu showing the credit on your prepaid account. You need enough credit on your account to buy the data plan.
  3. Choose 1=Menu
  4. Choose 4=Vos bons plans
  5. Choose 3=Votre multimedia
  6. Choose Option Internet Max
  7. Now you get a description, choose 1=Suite a few times
  8. Then choose 1=Souscrire (Subscribe).
  9. Finally, choose 1=Valider (Confirm).

That should be it. Officially the option may take 48 hours to come into effect, however in reality it can take 3 hours and maybe even less. You will probably not be notified before it is

The exact menu may change, so the above may not be exactly correct for your particular session. There are other internet options listed in the menu, although they are not good value. Only the full Internet Max choice will give you unlimited access for a full month. It costs 9€, and is automatically renewed each month. However, if there is not sufficient credit on your card to renew the plan, renewal will automatically be cancelled until you reactivate (after having topped up the account). So there is no worry about being billed for it unless you put a lot of credit into your account.

  • BP Journee Internet Max lasts for one day at 3€
  • BP Week End Internet Max lasts for a weekend at 5€
  • BP Semaine Internet Max lasts for 7 days for 7€.

Mail planEdit

You can also add mail access (POP3, SMTP, IMAP) at 6€, also in the Votre Multimedia menu.

Using #123# is free, so you can spend as much time as you like here exploring the options.

If #123# does not work you can try dialing 220. This is a spoken menu so it can be even more difficult to get through if you don't speak French.

You can also call customer service, but they charge something like 35 cents a minute, and probably don't speak English.

The options on the Orange website seem to be different to those on #123# - the website only offers a 200Mb limited package for 9€/Month (this option is not for the Mobicarte, it is for a contract (forfait)). The menus are rather complicated to navigate - this page lists the options available.

After all this is set up, be sure to re-enable your 3G and data services (and to disable email unless you bought a email plan).

Note: You may not be able to add the Internet Max option to your account until your registration information has been added to Orange's systems, this may take 24 hours initially. If your registration has not been added yet, you will get an error message if you try to activate the 'Internet Max' option, stating in French that you need to go to a point of sale with your ID. If you order you SIM over the Orange website it does not arrive pre-registered. Although you can activate it, you then still need to go to a shop with your SIM and ID to have your identity registered to your SIM in Orange's systems before you can actually buy the internet MAX option plans.

Note 2: I had to go into network settings and cellular network and change the APN setting to

APN: orange, username: orange and password: orange.

Likely you will not receive any notification of InternetMax option activation. You can test whether the plan is in effect by this procedure;

  1. Check your prepaid credit amount by dialing #123# or create an online account on orange.fr.
  2. Do a tiny bit of web surfing.
  3. Allow up to 5 minutes for billing to catch up.
  4. Again check your credits and compare against the original amount. If no money has been deducted, likely your Internet option is in effect.

Orange only guarantees 500MB of traffic, after which bandwidth gets limited. But so far, the limit does not seem to be enforced.

Store employees are usually unaware of prepaid data options, having been known to supply outright WRONG information (like internet plans not being availabe on Mobicarte) so don't expect prepaid data assistance from them.

Many different plans are available for unlimited calling, evening calling, evening data, etc. See their site for more information.

Default data rateEdit

  • Internet Max: Unlimited 3G Speeds, excluding email at 9€.
  • Email is available for 6€ extra per month.

Normal PricingEdit

  • SIM card + 5€ credit = 7€ (currently 5€ extra credit if you buy online)
  • Calls 0.50€ / min to mobile and landline
  • SMS to Orange or to any France mobile number only 0.12€
  • SMS to non-EU mobile number: 0.28€
  • MMS 0.30€
  • Data 0.50€ / minute (It cost you a fortune and will quickly suck your prepaid account dry.)
  • Email 0.15€ / 10Kb
  • GPS 0.15€ / 10Kb

Pricing PlansEdit

  • Unlimited internet 1 day 3€ (actually 22 hours from 2am to 12am - watch out for the 2hours in between)

  • Unlimited internet 7 days 7€
  • Unlimited internet Max, one month, 9€
  • Unlimited e-mail (SMTP/POP/IMAP) 1 month 6€

  • International (at least UK) 10MB for 1 day 5€
  • "Duo Journee" for 3 Euros, gives 1 hr of calls and 15 SMS to French lines (9h - 21h)

AvailabilityEdit

SIM and Mobicarte available in Orange stores and related vendors, and online. Generally more credit is included in the price if you buy online.

Data plans must be subscribed to via automated phone system by calling 220, online or #123# menu system. If you bought your SIM online, you are required to take your passport to an Orange store to record your details before being able to activate a data plan for the first time. This is a French legal requirement, and the plans should be available 24 hours after registering.

If you would like to save yourself the hassle of dealing with Orange France then check out: www.dataroam.co.uk. They offer pre-paid data SIM cards from LeFrenchMobile and a 30 Day Data SIM card from Orange France with 3GB.

ExpirationEdit

MobiCarte SIM card credits expire in 2 months if no recharge applied during the period. After registering your SIM for the first time and topping it up with credits, the SIM number will stay in operation for a year. You can check the expiration date online when you create an account, but you will probably also get an SMS stating the expiration date. Expiration of recharge credits depends on amount. 10eur electronic recharge should be activated (i.e. added to account) in 15 days since purchase.

SIM SizesEdit

  • Mini SIM (2FF)
  • Micro SIM (3FF) (iPhone 4, 4s and iPad)

TetheringEdit

Not allowed (But they dont seem to bother if you do) iPhone will NOT allow tethering, redirect to purchase page.

SFREdit

Subscribtion is called "La carte". An activated SIM card is 9.90 euros, and the 'iPhone3G Internet + Mails Illimités' recharges provide data service. These are priced at 3 euro for 1 day, 10 euros for 7 days, and 20 euros for 20 days. Text and calls are charged separately. See their site for more information.

Some SFR stores have prepaid "top-up" terminals, from here, you can buy a €20-for-20-days pass, or a €24-for-20-days pass that includes an additional €10 of call and text credit. (Note that the card itself already contains a €5 credit, so all in all the €24 option gives you €15 of calling credit as far as I understant). Certain workers in SFR stores don't know about the availability of PAYG data for iPhones, even though their top-up terminals directly sell them. So if the worker seems to have a problem, just point them to the SFR website and navigate to the plan, or go to a store with a top-up terminal.

In order to activate these data passes, you should call the service line (costs call credit, or call from a landline) and tell them your code and to activate the data plan. This usually takes about an hour (actually the process itself took me about an hour, but only two days later did my line actually activate). Also, at least by some accounts the cellular internet connectivity is found to be problematic. Some discussion and possible solutions, including changing the APN settings, can be found on this discussion.

You probably should be able to speak french to use SFR, or you may ask the store clerk to do it for you. The support lines are reputedly only allowed to speak french, and the prepaid section of the website is all in french.

AvailabilityEdit

In some - but not all - SFR stores. Generally not available at tabacs. Recharges available online, but the site requires an existing SIM card and a European (smart chip) credit card.

Bouygues TelecomEdit

On their prepaid cards Bouygues Telecom offers free of charge POP3/IMAP access for most mail-providers, including gmail - see site , tab Internet Mobile. La liberté en mobilité: "Réception gratuite et illimitée de vos e-mails de votre messagerie Internet directement sur votre mobile en France métropolitaine. Liste des messageries compatibles et paramétrage sur www.bouyguestelecom.fr".

Only catch is that sending mails (SMTP) still costs, but that's quite fair trade. I've been using it for more than a year; it works perfectly fine.

Free MobileEdit

Free Mobile offers contract free Data/SMS-MMS/Voice service. Very good prices, however you intend to purchase online or in a retail outlet you must have a French bank card. For those who will be staying for an extended time in france with a smartphone, the 20 Euros a month 3GB/Unlimited Voice - Unlimited to USA-UK and more /Unlimited SMS-MMS is very good. Tethering is allowed. The SIM comes ready for all phones/dongles (Micro + Mini).

Coverage was a problem at the early beginning but they quickly fixed it. They are still in the process of building their own network. But as Free Mobile use ORANGE network as a roaming network for data and voice, the service is exactly the same as the Orange's one and 3G speed is often reported to be faster than their competitors (even than Orange direct customers). Technically, Orange network is used most of the time and you won't know it.

Free Mobile works on a variation of Pay as You Go in a way that you MUST have a French bank account.

Brick and mortar locations can be found in Angers, Montpellier, Paris, Troyes and Bezons. You can subscribe online as well, but the sign up process requires the use of a French bank account.

  • Hello. First of all: thank you for such a clear explanation! I'm Dutch and this summer I'm going to work in France for 2 or 3 months. I have an iPhone 3G and I'd like to use Twitter / WhatsApp over there as well. So, I read that Orange (Mobicarte) in combination with their Internet Max gives me unlimited internet for a month for €9,- (don't need mail). So i tried to purchase a SIM card at the French Orange site, but i couldn't order it, because they don't deliver out of France. Can you help me with this, do you know how i can order a SIM card in the Netherlands? Because I assume that I can't use a Dutch SIM card from Orange and activate Internet Max when I'm in France. Or can I? I'm a bit confused, so somebody knows the answer for this: i would be really grateful.

  • Bought and used LeFrenchMobile. Works fine in France, but a word of warning: SMS (text) does not work outbound unless you are in France, nor will the data (3G) be enabled. Their site says you can receive text messages anywhere in the world "for free" which is true -- it's rather idiotic that you cannot reply to one if you get it. If they fixed that problem, this would be the best card.

  • I recently bought an Orange Mobicarte SIM in the UK on eBay. On the off chance, I emailed the contrats.blois email address with the SIM card number (not the phone number) and a scan of my ID (driving licence) before I went to France. They replied pretty quickly and had registered it.

Once in France I struggled to top up my account. First I tried it through the #123# menu. I used my Sterling (VISA) Debit Card, a Euro (VISA) Debit card and a Sterling (MASTERCARD) credit card. None of them worked with a message of a problem with the card (or payment?).

Tried to log onto the website to top up. Asked for password to be SMS'ed to my phone, but that didn't work until after I'd received the SMS that said my line was identified which took about 14 hours to arrive after I'd first switched on the phone after entering the country.

Once I had a the password I logged into the Orange Customer portal to try and top up there. The three payment options we CB (Carte Bleu - French only Debit Card style payment), CB Visa and Mastercard. I tried my Mastercard Credit Card with the Mastercard option but got a message back saying something about "impossible". I don't know if the payment system has problems with foreign registered cards or whether it was my banks that were blocking it.

In the end I bought a 5 EUR topup from a Tabac on the Champs Elysee and entered the 14 digit number from that through the #123# Menu system, and selected Internet Max. A couple of hours later, I tried it and it worked, without debited further credit. I don't know how much data I used, but I used it at a normal rate most days, and one day it was updating RunKeeper for four hours as I did the Paris Marathon :-)

I don't know if it is possible to by top-ups before getting to France, but if you can I wish I'd bought another 5 EUR (ontop of what came free with the card) so I could have topped it up and started using the Internet Max sooner, but it wasn't a big drama.

    Hope that helps someone

    • Hello, I plan to buy SIM on eBay and activate by sending email with copy of passport. How about proof of address? Do they ask for a copy of utility bill or you can just say any address? Obviosly your email has to be in French. Sorry for my lack of French at all - Could you please tell what did you put into your email?

  • Was in Lorient for 2 weeks. There are 2 Orange Shops in a distance of like 20 meters and a SFR Shop on the other side of the street. I didnt remember the url of this website and dont wanted to waste money for roaming, so I walked in the OrangeShop1. "Sorry we dont have Internet Prepaid Sim Cards". Ok, in Shop2 they first tryed to sell me something... sorry dont remember the name, but they wanted something like a Insurance-card? the other offer was a other prepaidcard for 6 Euros, I also dont remember the name, sorry! but they didnt get it working. Totally NAPs I said to myself. After all a french guy came inside, left the Shop very angry, trying to break his phone in half. after a minute a phone was flying inside the shop, and a part of the phone hit me. crazy!

So I walked across the street to the SFRshop where a nice english-speaking-guy helped me out. He gave me a data-only prepaid card which is called "CLÉ PRÊTE À SURFER". Its for tablets normally but works great in my galaxy note :) only thing I had to change the APN to websfr insteed of wapsfr.

    Price: 9 Euros, first 2 days free! Recharchable with 3€ 50MB 7 days, 9€ 100MB 10days, 15€ 200MB 1month, 25€ 500MB 2month, 35€ 1GB.

    I like :)

Maby someone wants to add this to the SFR Section?

  • After visiting a log of SFR, Bouyogues and Orange Stores and speaking with sales persons who don't have a clue if they are hungry or not, I've finally get my mobicarte at the Orange from Forum les Halles (it's kind of a subway shopping with many stores). There is a Orange "own" Store over there, just behind the SFR store and in front of a Sephora store. I found I guy (Den or Dan is his name) with perfect english and also who know what he was doing. The result? A micro-sim mobicart with 7 day ilimited internet access for EUR 14,90, AND (this is the best part) totally activated in the store. Yes guys, no need to call 123 or whatever and wait for many hours to have internet working. I came out the store with my 3G working perfectly.

So, If you don't want a headache, spend a few more time going to this store (if you are not close to louvre) because it totally worth it.

    • Useful to know but don't forget 15 euros for 7 days is approx 60 euros for the month, so another 51 euros over the cost of Internet Max. Understandable if you only need it for 7 days and don't want the hassle but otherwise a pretty poor deal imo.

    • Congrats! I've had the opposite experience as you today.. Went to the Orange near our hotel here in Boulogne and was the first customer today (Holy Saturday) at 10am. I was told from the get go that it would take 24 hours to activate the card before I could add the Internet.. I wanted to get the Internet Max for 1 month so I could give it to my parents who are visiting in a couple weeks after I used it for a few days.. And of course they were correct. They seemed to have activated it in store (I watched them and they gave me a printout confirming they put it in the system), took a copy of my passport and local address (hotel) here. It's now 1:26am on Easter Sunday and I still cannot activate Internet Max through the on screen #123# menu. I get something to the notion of "please go back to the store you purchased the SIM from and show proper ID" (which signals to me that registration is still pending..) I hope this is done by tomorrow because we leave on Tuesday! argh, what a waste if not! I've been trying hourly with data turned off..

    • If all I needed to get the Internet up and running immediately, I would have opted for the 7 day plan instead of the monthly (value put aside).. The only reason I opted for the max was to save my parents the additional 7 euros they would have to pay to add Internet when they come next week. Definitely worth taking into perspective if you're only in Paris for less than a week..

  • Set to orange/orange/orange and not working :( just says the server did not reply in a timely manner :/

  • I bought a "Internet Illimite" card for a week. I just walked into the Orange shop and said "Internet". Cost out the door was 14 euro and change. The Internet did not work in the shop, and I almost bailed on it, but being the techie I decided to try this blog.

    1. 123# would not work on my Galaxy S - known issue with MMI codes on this phone. I tried the 220 number and while I could kind of figure out the options, it sounded like the card and service should already be active.

Finally I found the APN and set it to "orange orange orange", as per the note above. Presto, 4G internet. I've got a week to use 500MB.

  • I will be traveling to Italy. Will the unlimited Internet Max on Orange work there? Or will I be charged roaming?

    • in the wiki : ■International (at least UK) 10MB for 1 day 5€ maybe it works.

    • Charged for roaming, yes. When entering another country Orange sends an SMS with an offer for 50MB data for 25 EUR for one week. Orange France, Internet Max ONLY works in France.

  • Last week i went to France and activated the internet max for 1 month (á 9 eur). It was activated.

Unfortunately I have drained my prepaid cash to 0,00 by roaming outside France. When i want to use the internet max and changed the appreciated APN settings the browser says i had not enough credits to use the service. When the credits are 0,00 the service seems to be not available (in France). Please be aware of it.

I have used Wifi that week instead of my Orange sim

  • Thought I'd add my experience: I went to an SFR store and was told I'd have phone+SMS immediately but internet would take 2 days before it would activate. Went to Orange; they said prepaid internet is just not possible. Finally went to Bouygues and got phone, SMS and internet immediately. (unlocked Google Nexus S)

Only downside, internet is limited to 50MB, after which you have to recharge or it will eat into your phone credits. I've been here a week and still have 30MB left. You can monitor your usage online. Don't think you can recharge online unless you have a France credit card, but you can easily recharge in a store.

There's a lot more free WiFi here than I think in most N.American cities. If you limit your big downloading to when you have WiFi, 50MB should last a week or longer. I've been using Google Maps and email pretty heavily, but not downloading large files. Haven't been charged for email sending or receiving at all; perhaps because I use SMTPS for both my personal and work email. VPN (OpenVPN) also works fine.

    • Orange DOES have prepaid internet. The service is NOT broadly advertised. In fact, unless you search very hard, you will not find it listed anywhere. The employees are wrong. Next visit for you, I suggest getting a Mobicarte. Don't mention to the Orange store employees anything about wanting internet access, just have the SIM registered and then you can activate internet by yourself very simply. Instructions found above in the Orange section.

    • Oh, and as well as being cheaper, it also is very nearly an unlimited connection. Officially 500MB, but unofficially it is unlimited. Past 500MB Orange will, on occasion, limit the speed of the connection.

  • I need to buy a data sim card for my Asus tablet. Will the Orange Internet Max plan work for me?

    • I'm afraid not. Not officially anyways. You would have to test it to be sure, Orange may block access, they also may not. It will vary from device to device.

  • bouygues telecom pay as you go unable to recevie sms from england

  • Question: does the email plan autorenew each month or do you need to activate it each month?

    • If the credit exists on your account ( enough to cover another month) then it will auto-renew. The only time you need to reactivate is if for some reason, at the end of the month, there is not enough credit on the card.

  • Figure I'd add my experiences here. I am using the Orange Internet Max plan on an iPhone 4S as of Feb 2012. Cost €9 for the micro sim and another €9 for the internet plan. Have used it generously, on the go navigation and stuff. No issues. Had the employee at Orange store activate the internet plan, so I'd recommend you have them do it if you don't understand french. Also, the orange store employees are pretty clueless for the mobicarte internet plans. Got two different answers from two employees in the same store, one said it was 1GB/month and the other said it was unlimited, so I'd take the employees' advice with a grain of salt.

    • Realistically it is unlimited... although I suspect that a fair use policy will cut you off after a certain amount of data usage. Still, for the price it is a fantastic option.

  • I agree that it is easier to keep the same SIM card and number alive than to get a new one. The Orange Mobicarte can keep the number validity indefinitely if you recharge with 10 euros every 6 months. If you are going to come back to France, buy enough recharge vouchers before you leave the country. You can recharge using the #123 menu on the phone in countries outside France. Make sure the account is set up for international access though (doesn't cost anything but is needed for the #123 menu to work outside France).

  • don't forget to buy rechargment cards, when you think coming back one a year. Then you don't have to buy a new SIM card. All petrol stations/ post-offices are selling these card. I have bought last year twice of 5 euros. To maintain my card working before expiring after 1 year.

Gonna give it a try to reactivate the unlimited internet next week. Used is last year in the summer.

  • I would really like to here more about the free setup process, physical locations the sims can be bought at and why a french bank account is necessary.

    • Physical locations can be found in... Angers, Montpellier, Paris, Troyes and Bezons. The SIM can also be purchased online, but you do need a bank account to link to your account to. I am sorry, but I cannot confirm the process in a retail location, although I suspect it is the same. Unless you speak fluent French, and call customer service, it is not possible to pay month to month with either a credit card or local french bank card. I hope that gives you a bit more to go on. Ask more questions...I'll try what I can to hep. To sign up online you put your details in, they send a SIM, you activate it and you are ready to go. Very quick, simple, and easy.

  • The information about recharges is not correct. You cannot buy recharges online with a credit card unless it is a French card. Chip and Pin is required of course, because that's the standard in most countries outside the US, but it's irrelevant.

  • Does this work in all 3g enabled tablets? Or will it see them as laptops?

    • Depending on the network.. most of the networks make it so they will be disallowed when using the prepaid cards listed here on a tablet. None are claimed to work in a tablet or dongle and I have seen no information to the contrary. I have a plan in France with a 3g iPad, but not with the programs mentioned above.
